Employment municipal subsidy available in the Jyväskylä-Muurame employment area – the subsidy aims to encourage the growth and vitality of sole entrepreneurs

Employee wages can be supported with a municipal subsidy of 500 euros per month for up to 12 months, provided that the employer and employee meet the conditions set by the Jyväskylä-Muurame employment area.
The Jyväskylä-Muurame employment area has introduced a municipal subsidy for employment to support the vitality and growth of businesses. The subsidy is intended for hiring the first employee in a company.
- When an entrepreneur hires their first employee, we provide them with information about the requirements that come with the employer role. We explain, among other things, the obligations and responsibilities of the employer and the importance of employee orientation. We also highlight the support and networks available to the entrepreneur, says Heidi Nygård, Business Service Manager of Jyväskylä's Business Development and Employment Services. The municipal subsidy is aimed at recruitment, workspace, work clothing, orientation, and guidance costs arising from employee wages. Positive experiences have been gained from the supplement in Jyväskylä in previous years.
- We hope that the municipal subsidy encourages small businesses to grow their operations. It is well known that sole entrepreneurs have a high threshold for hiring their first employee. The proportion of sole entrepreneurs among all entrepreneurs is already over 70 percent and is constantly increasing.
The criteria for the municipal subsidy are uniform in the Jyväskylä-Muurame employment area. However, the appropriations are municipality-specific. The application must be received in the job seeker's home municipality within one month of the start of the employment relationship.
The company's financial situation must be in order
The amount of the municipal subsidy is 500 euros per month and it can be granted to a company for up to 12 months. The support is paid retrospectively based on the payroll statement.
Granting the support requires that both the employee to be hired and the entrepreneur applying for the support meet certain conditions. Additionally, the workplace and the employee's municipality of residence must be the same. The employer always applies for the municipal subsidy.
- The employee to be hired must have an active job search at the start of the employment relationship and support period, Nygård specifies.
If wage subsidy can be granted to the job seeker, the municipal subsidy is not granted, as wage subsidy is the primary form of support.
- The subsidy cannot be granted to an employer who has significantly neglected their obligations to pay taxes or statutory fees, Nygård says. The salary to be paid must comply with the collective agreement. If there is no collective agreement in the sector, a customary and reasonable salary must be paid for the work.
Nygård points out that the salary cannot be determined solely based on the work result, but the fixed part of the salary must be at least 930 euros per month without holiday compensation and pay and additional or overtime compensation.
- We look forward to the experiences gained from the municipal subsidy. Funds have been budgeted for the subsidy this year, and the experiences gained from it will affect its continuation, Nygård says.
