Financial support for hiring the first employee

The municipal subsidy can be granted to an employer who hires a job seeker registered in the Jyväskylä-Muurame employment area. The support is intended for hiring the company's first employee and covers recruitment, workspace, work clothing, orientation, and supervision costs.

The subsidy can be granted to a sole entrepreneur (not to public law employers). For companies engaged in economic activities, the subsidy is granted as de minimis aid. The municipal subsidy is granted within the limits of available appropriations.

It is a municipality-specific support with uniform criteria across the employment area.​

Amount and duration of the municipal subsidy

  • The subsidy can be up to €500 per month for a maximum of 12 months.
  • The subsidy can be invoiced in arrears for periods of 1–3 months, but no later than three months after the end of the support period.

Conditions for the Employee

  • The employee's home municipality must be Jyväskylä.
  • The employee's job search must be active at the start of the employment relationship/support period.

Conditions for the Employer and Employment Relationship

  • The workplace and the employee's municipality of residence must be the same.
  • The application must be submitted to the job seeker's home municipality within one month of the start of the employment relationship. The employment contract must be attached to the application. If wage subsidy can be granted to the job seeker, it is the primary form of support, and the employment subsidy will not be granted.
  • The employer must pay the employee a salary according to the applicable collective agreement or, if there is no applicable collective agreement, a customary and reasonable salary.
  • The salary must be at least the confirmed amount of the employment condition at the time of granting, regardless of working hours, €/month (excluding holiday pay, holiday bonuses, or additional or overtime compensations, or time bank monetary compensations).​
  • The old hourly employment condition has been replaced by a monetary amount and is currently €930 per month (the amount for 2025 has not yet been confirmed and is reviewed annually).​
  • The subsidy will not be granted if the employee's salary is solely based on the result of the work (commission, piecework, fee-based salary). The fixed salary must be at least the confirmed amount of the employment condition at the time of granting. 
  • The subsidy will not be granted if the employer has significantly neglected their obligations to pay taxes or statutory payments.
  • The subsidy will not be granted if the employer has previously received the subsidy for hiring the first employee and less than three years have passed since the end of the previously granted subsidy.
  • The municipal subsidy is not granted if, as a result, the financial support for employment exceeds the employee's gross salary.​
  • The subsidy is granted for a maximum of 12 months per company.
  • The employer must participate in the payment of the salary.​

How to Apply for the Subsidy

The subsidy is applied for using an electronic form. All subsidies for 2025 are applied for through the assistance system. After logging into the system, the applicant can track the progress of their application and respond to requests for additional information and discussions.
