Recruitment Training
Do you need a new employee but can’t find a skilled worker, and there are no graduates in the field in the near future? In that case, Recruitment Training might be a good option for hiring a new employee.
Recruitment Training is always tailored to the needs of your company.
The purpose of Recruitment Training is to provide students with professional skills for the job according to the employer’s needs. The training can also be planned together with several employers. The training is also suitable for public sector employers.
The training is work-oriented. The goal can be additional, supplementary, or career-change training. The training includes theoretical instruction and guided on-the-job learning. No degrees or partial degrees are awarded through Recruitment Training.
Those who successfully complete the training will be employed by your company in a full-time fixed-term employment contract for at least one year. Employment can also be with a company providing temporary labor or as an entrepreneur in a contract relationship with the employer.
The service is discretionary. Recruitment Training does not fund regular induction and staff training, which are the employer’s responsibility, nor training that employers organize to comply with national training standards.
It is advisable to allocate about 8-14 weeks for the preliminary measures before the actual training period. The employee’s training period, in turn, lasts from a few days to 4 months, depending on the training needs.
Recruitment Training is a paid service intended for companies in Jyväskylä and Muurame that have sound financial and operational conditions. The labor authority covers 70% of the training costs, and the employer covers 30%. There are no other costs for the employer.
How does Recruitment Training proceed?
- The company has a genuine need to recruit.
- The company hires an employee for at least a one-year fixed-term employment contract.
- The company has sound financial and operational conditions.
- If the company has not had a job opening in public search for at least 14 days in the last 3 months, the job will be opened for public search.
- During the public search, candidate nominations can be made, and direct recruitment is also possible.
- The planning of Recruitment Training begins.
- Review the employer’s needs and goals.
- The maximum duration of Recruitment Training is agreed with the employer to be 4 months.
- Clarification of the employment condition: The company must hire the person who successfully completes the Recruitment Training for at least a one-year full-time fixed-term employment contract, otherwise, no new Recruitment Training will be granted in the next 12 months. Acceptable reasons for exceptions to the employment condition include, for example, co-determination negotiations for production or economic reasons, as well as possible reasons related to the trainee.
- Procurement of the trainer: The trainer is selected depending on the industry either from the city’s framework agreement operators, through competitive bidding, or direct procurement depending on the size of the procurement.
- A procurement decision and contract are made.
- The application period for Recruitment Training is open for 3-4 weeks.
- The preliminary selection is made by the City of Jyväskylä as the deciding labor authority.
- The final student selection is made jointly by the City of Jyväskylä, the employer, and the trainer.
- Most of the learning in Recruitment Training takes place at the workplace, allowing the employee to immediately get acquainted with the new work environment and the employer with the new employee.
- All Recruitment Trainings include start and end meetings. In long trainings, interim feedback is collected. Final feedback is collected from both students and employers in all trainings.
- If it is found during the training that the trainee is not suitable or will not complete the training, the trainer is obliged to inform the City of Jyväskylä and the employer and to terminate the training.
- The costs up to the possible termination are borne by the City of Jyväskylä and the employer according to their respective shares.
- Sufficient information exchange between the trainer, the employer, and the City of Jyväskylä is essential for the success of Recruitment Training.
- In the final meeting, the success and results of the service are evaluated with the service provider and the employer.
- Final feedback is collected from both students and employers in all trainings. 6 months and 12 months after the end of the service, follow-up on participants’ employment and job retention is conducted.
- The labor authority is responsible for the follow-up.

- Contact the Business Services of the City of Jyväskylä at +358 14 569 1332 to assess your company’s situation.
- Submit a proposal for joint procurement training. Primarily use the electronic form. If submitting the electronic form is not possible, fill out the printable form “Employer’s Proposal for Joint Procurement Training (TEM607)” and send it to the Business Services of the City of Jyväskylä either by email to yrityspalvelut@jyvaskyla.fi or by mail to City of Jyväskylä, Business Services, Hannikaisenkatu 17, 40100 Jyväskylä.
- Your proposal handler will assess the training needs of the recruits with you and together you will prepare a preliminary training plan for your company.
- After preparing the training plan, your proposal handler will request bids from potential trainers according to public procurement procedures. You will select the trainer together with your proposal handler. The handler will procure the trainer in accordance with public procurement regulations, taking into account the employer’s preferences. A procurement contract will be made for the implementation of the training.
- You will agree together on the marketing of the training and how the company will be featured in the communications.
- You will agree on the selection of students together with the trainer and your proposal handler. Suitability assessments and tests, as well as other experts, can also be used in the student selection process.
- The training schedules, content, and on-the-job learning will be implemented according to the set goals and the procurement contract.
- The parties will jointly monitor and evaluate the implementation of the training.
- As an employer, you will enter into at least a one-year full-time employment contract with those who have successfully completed the training.
